Ravindra Garimella is currently Secretary to the Leader of Opposition (Rajya Sabha), Author of the Book “Parliament of India -Diverse Dimensions”, and expert on Parliamentary procedures and matters. Formerly Joint Secretary ( Legislation ), Lok Sabha Secretariat, and Consultant.
He has more than 30 years of experience as Officer at the Table. He has gained insights of workings of Parliament from a practitioner’s perspective. Possess domain expertise in matters relating to parliamentary privileges and Anti Defection Law cases.
Ravindra Garimella was also Visiting Fellow at University of Warwick and A Visiting Fellow at the University of Nottingham, UK
Work Experience
- Handled work relating to processing of various parliamentary devices, cases of parliamentary privileges and cases of anti-defection law, election petitions.
- Legislative and House related matters pertaining to Table of the House. Work related to Committee of Privileges, Committee on Ethics and Committee on Public Undertakings, Committee on Subordinate Legislation, etc. Handled management of proceedings of Inquiry Committees. Has been associated with management and conduct of business of House (Lok Sabha) as Officer at the Table.
- As Consultant also served as Member Secretary, Committee to Review Rules of Procedure and Conduct of Business in Lok Sabha ; besides assisting in procedural and constitutional matters pertaining to functioning of Lok Sabha .
- Experience at International Conferences and Conferences of Presiding Officers of Indian Legislators. Also assisted Secretary –General CPA Secretariat in conduct of election of Chairperson of CWP as Associate Returning Officer.
- Handled the work regarding proceedings of Special Golden Jubilee CPA Conference at Nekshops at the Conference of Speakers of Commonwealth Parliaments in January , 2010.
- Was Officer at Table CPA Conference of Speakers in July,2011.
- Resource person at Capacity Building Training Programme for newly elected MLAs and Parliamentary Secretaries of Arunachal Pradesh Legislative Assembly at Itanagar, Arunachal Pradesh.
- Resource person at orientation programme for newly elected MLAs of Odisha Legislative Assembly in November,2014.
- Interface with members of Parliament executives and parliamentary functionaries delivering talks and lectures on privilege and House related matters.
- Presidential Elections,2017: Was Assistant Returning Officer in Presidential Elections 2017. Handled overall electoral process commencing from March 2017 till conclusion of poll and declaration of results on 20 July, 2017.
